With the authority of Federal law - "About sanitary and epidemiologic welfare of people" dated as of March, 30, 1999 N 52-FЗ (Code of Laws of Russian Federation. 1999, № 14, item 1650) and Clause of State Sanitary and Epidemiologic Norm-Setting, authorized by the governmental regulations of Russian Federation dated as of July, 24 2000, № 554 (Code of law of Russian Federation, 2000, № 31, item 3295),
To make effective since June, 15, 2003 Sanitary and epidemiologic regulations and norms named "Hygienic requirements to the air ionic formula of industrial and public quarters SanPiN 2.2.4 1294-03 ", authorized by the Chief State Health Officer of Russian Federation on April, 16, 2003, G. ONISCHENKO.
I. General Provisions and Scope
1.1. Hereby State Sanitary and Epidemiologic Regulations and Norms (Sanitary Rules) are developed in compliance with the Federal Law "About Sanitary and Epidemiologic Welfare of People" dated as of March, 30, 1999 № 52-FЗ (Code of Laws of Russian Federation, 1999, N 14, item 1650) and the Clause of State Sanitary and Epidemiologic Norm-Setting authorized by the governmental regulations of Russian Federation dated as of July, 24 2000 N 554 (Code of Law of Russian Federation 2000. № 31, item 3295).
1.2. Sanitary Rules are in force on all territory of Russian Federation and establish sanitary requirements to air ion formula for industrial and public quarters where air ion insufficiency or redundance of air ions that may include (but not limited to):
-Hermetically confined rooms of artificial habitat (hermo-zones);
-Rooms, whose decoration and/or furniture are using synthetic materials or coverings, capable of accumulating electrostatic charge;
-Rooms where is working equipment, capable of creating electrostatic fields, including videodisplay terminals (VDTs) and other kinds of office equipment;
-Rooms equipped with systems of (including centralized) forced ventilation, air purification and/or conditioning;
-Rooms where air ionizers and/or de-ionizers are maintained;
-Rooms where technological processes of metal fusion and/or welding are carried out.
1.3. Requirements of Sanitary rules are directed to prevent actions hazardous to health of a person resulting from ionic insufficiency or the redundancy of air ions at the workplace.
1.4. Requirements of Sanitary rules are not applicable for industrial areas where air can contain aerosols, gases and/or vapor of chemical substances (compounds).
1.5. Sanitary rules are issued in informative purpose for legal entities of all kinds of ownership, individual businessmen and private persons, and also bodies and institutions of the State Sanitary and Epidemiologic Service of Russian Federation.
1.6. Adherence to the requirements of Sanitary Rules is obligatory for legal entities of all kinds of ownership, individual businessmen and private persons.
II. Normalized parameters of air ion formula
2.1. The air ion formula is established depending on processes of ionization and deionization.
2.2 Normalized parameters of air ion formula for industrial and public quarters are:
- concentration of air ions (minimally allowable and maximally admissible) of both polarities p+ . p-, determined as a quantity of ions in one cubic centimeter of air (ion / cm3);
- Factor of unipolarity Y (minimally admissible and as maximally admissible) determined as the ratio of the positively charged air ion concentration to the negatively charged air ion concentration.
2 3. Minimally and maximally admissible values of normalized parameters define ranges of both polarity air ion concentration and factor of unipolarity, a deviation from which can lead to ill consequences for the human's health.
2.4. Values of normalized parameters of air ion concentration and factor of unipolarity are given in the table below.

2.5. Insalubrity factor of deviations from the abovementioned ranges of air ion concentration and factor of unipolarity is defined according to classification of working conditions with respect to air ion formula.
2.6. Other parameters of air ion formula are applicable for medical purposes if it is provided by approved (in accordance with established procedure) health care procedures.
III. Requirements to monitoring procedure of air ion formula
3.1. Checks of air ion formula are carried out in the following cases:
- as a routine check not less than once a year;
- to certify workplaces;
- at commissioning of workplaces in the rooms listed in item 1.2. of Sanitary Rules;
- at commissioning the equipment or the materials, capable to create or accumulate an electrostatic charge (including VDTs, computer CRT displays, and other kinds of office equipment);
-at equipping workplaces by air ionizers or deionizers
3.2. Monitoring procedure of air ion formula indoors should be carried out directly at the workplaces in breath areas of personnel using the controlling techniques in accordance with established procedure.
IV. Requirements to the ways and means of normalization of air ion formula
4.1. If during measurements of air ion formula some discrepancy from the normalized parameters are found, then recommendations to normalize the air ion formula are issued.
4.2. Normal air ion formula is recommended to be maintained all the time of staying the person at the workplace.
4.3. It is essential to apply for air ion formula normalization ONLY air ionizers that have been certified in the course of Sanitary and Epidemiologic estimation, supplied with the up-to-date sanitary and epidemiologic certificate. Deionizers should be intended for use in sanitary hygienic purposes.
4.4. The sanitary and epidemiologic estimation and operation of air ionizers and deionizers should be carried out in accordance with established procedure.
